New York city and New York state housing policy and legislation increasingly ignores the impact of rent guidelines on small property owners. Where as a small property owner can go into the red, or even go out of business, from just one bad tenant, larger property owners have the  financial and legal resources handle multiple tenant issues with ease.  the mission of NYCSHA is to get Albany and the New York City governments to recognize that a 'one size fits all' legislation is not good for the economic viability of the small property owner or the New York City economy.  Increasingly in this wealth driven city, when small home owners are forced to sell, the buyer is a larger real estate company or an investor with less commitment to the tenants and the neighborhood.
